- Cookie Jar Entertainment has hired Brian Gladman to head its consumer products department, based in Toronto. The Montreal-based toonco has also tapped retail veteran Cathy Parks to head its North American retail and promotions department out of Los Angeles.

- Stephen Kelley has signed on at CBC's international sales wing, stepping into the sales manager post, where, among other duties, he will broker deals in the U.S. and Canada.

- Dennis Hoffman is the new head of production for visual effects at Rainmaker Entertainment in Vancouver.

- Radio-Canada has hired veteran film producer Francine Allaire as its new head of dramatic programming, making her responsible for comedies, teleromans and big-budget series as well as feature films made with independent producers.

- Paula Todd has joined CTV News, jumping ship from TVOntario, where she is developing a "new and innovative project" for the network.
